RB20230527: Improvement on Substituted Filing Print

This release improved the behavior of the Submit button on the Substituted Filing Screen by disabling it once the filing period is closed.

The Submit button is enabled while the filing period is open. Once the period closes, the substituted filing Submit button is disabled automatically.
